The fourteen steps
1. Flexible pricing: On the street, charge the appropriate price for each hour and each area.

9. Mark where parking is allowed, not just where it’s forbidden.

11. Technology is not a substitute for policy—use it to support policy.
12. Implement effective and fair enforcement of parking rules.
13. Allocate most parking revenue to the area where it was collected.
14. Differentiate between current and future residents.
